I live in Portugal – no embassy here. I will enter Vietnam by road at Chou Doc . I would like to have a Vietnam visa in advance not waist time getting it in Phnom Pen. Can I send my passport to UK for a visa for Vietnam? Is it secure to do so. Thank you

Since you enter Vietnam by road, you must apply for Vietnam visa at the nearest Vietnam Embassy no matter where it is.
But if you change to enter Vietnam by Air, you can apply for a Vietnam visa online with Vietnamvisaembassy.org. Your Vietnam visa application shall be processed online, and you will get you Vietnam visa approval letter after 2 working days (normal service) or 1 working day (urgent service), and bring that approval letter together with other documents mentioned in Vietnam visa application process, you will get your visa stamped at the Vietnam airport. This is very convenient.
